NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Planning Commission will hold a public hearing on the date and time indicated below to receive and consider the statements of all persons who wish to be heard relative to this application. PROJECT NAME: Tahoe Forest Hospital Parking Lots Development Permit, Use Permit, Tentative Map and Lot Line Adjustment APPLICATION #: 2020-00000007/DP-UP-TM-LLA PROJECT LOCATION: 11015 Donner Pass Road (APN 018-630-009- 000), 10051 Lake Avenue (APNs 018-630-012 and -013), 10053 Lake Avenue (APNs 018-630- 014, 015 and -016), 11046 Donner Pass Road (APN 018-570-058-000), 10956 Donner Pass Road (APN 019-640-022-000) and 10850 Donner Pass Road (APN 019-460-022-000) APPLICANT/OWNER: Dylan Crosby/Tahoe Forest Hospital District AGENT: Carla Sammis, JK Architecture and Engineering PROJECT DESCRIPTION:The Planning Division has received an application requesting approval of land use approvals to expand the existing parking for the Tahoe Forest Hospital by constructing three new surface parking lots with a total of 97 new parking spaces. The following land use entitlements are requested: 1) Development Permit to construct three new parking lots and update the existing Parking Management Plan that was approved under Town of Truckee Application #09-050; 2) Use Permit for development on slopes in excess of 20 percent; 3) Tentative Map to merge a vacant parcel at the corner of Lake Avenue and Donner Pass Road (APN 018-630-009-000) with the adjacent developed parcel to the south and remove the historic underlying lot lines; and 4) Lot Line Adjustment to adjust the parcel lines between three existing parcels on the north side of Donner Pass Road (APNs 018-570- 058-000, 019-640-002-000 and 019-460-22-000). The proposed parking areas include a 23-space parking lot on the vacant parcel at the corner of Lake Avenue and Donner Pass Road, where the Pat & Ollie's gas station was formerly located; a 36-space lot to the north of the existing commercial/office building located north of the Donner Pass Road/Lake Avenue intersection (the Old Gateway Center); and a 38-space parking lot to the east of the medical office building located northeast of the Donner Pass Road/Levon Avenue intersection. ENVIRONMENTAL STATUS: An Initial Study was prepared for the project and a Mitigated Negative Declaration was certified by the Tahoe Forest Hospital District on March 26, 2020. The Mitigated Negative Declaration was routed to state agencies through the State of California's Office of Planning and Research State Clearinghouse.
